# Not equals set

> When clause operator: Multi-select answer is not exactly this set.

**Not equals set** checks that a multi-select answer is **not exactly** your specified set — any different combination, size, or membership counts as a match.

Requires a **non-blank answer**. Blank never matches.

***

## When to choose this

| Goal | Use **Not equals set** | Use something else instead |
| - | - | - |
| Any selection except one exact combo | ✓ | — |
| Exact combo required | ✗ | **[Equals set](/features/studio/logic/operators/eq_set)** |
| Missing one forbidden combo | ✗ | Often **Equals set** on forbidden + inverse **Then** |
| Blank field | ✗ | **[Is empty](/features/studio/logic/operators/empty)** |
| Does not include option X | ✗ | **[Does not contain](/features/studio/logic/operators/not_contains)** |

***

## Exact behavior

* Choice multi-select fields.
* Normalizes to sorted unique string sets.
* Requires non-blank actual answer.
* Matches when normalized sets differ (extra option, missing option, or completely different).
* Non-empty expected set required.

***

## Which field types

| Family | Available |
| - | - |
| Choice (multi-select) | ✓ |
| Text, number, date, yes/no, presence | — |

***

## Blank / unanswered answers

**Never matches.**

## Worked examples

### Not the free-only bundle

> **When** Features **not equals set** `Community support` → **Then** [Show blocks](/features/studio/logic/actions/show-blocks) `Paid onboarding`

Selecting only Community support does not match this rule (they're exactly that set); any other answered combo matches.

### Avoid risky pair

> **When** Permissions **not equals set** `Delete, Admin` → **Then** standard approval flow

Exact dangerous pair excluded from match; blank still fails.

### Upsell when not bare minimum

> **When** Add-ons **not equals set** `None` → **Then** [Show blocks](/features/studio/logic/actions/show-blocks) `Implementation offer`

If “None” is a stored option representing empty bundle semantics, test carefully on Fill.

### Campaign mismatch

> **When** Tags **not equals set** `Staff, Internal` → **Then** external thank-you page

***

## Test on fill

<Steps>
  <Step title="Select exactly the excluded set">
    Rule off.
  </Step>

  <Step title="Any other non-empty selection">
    Rule on.
  </Step>

  <Step title="Blank">
    Rule off.
  </Step>
</Steps>

***

## Common mistakes

* Expecting “not exactly {A,B}” to fire on blank — it will not.
* Using when you mean “does not include A” — use **Does not contain**.
* Confusing with **Is none of** — different list semantics.
